Outline Applications
The following text is based on comments submitted by one or more periti. If KTP has managed to make any progress with MEPA in resolving this issue, this will be documented in italics below.
Issue no 001
Developers of large sites no longer have the comfort of establishing the basic parameters of a project through an outline application but must prepare very detailed drawings for pre-screening. Even then, they have no guarantee that after paying the MEPA's astronomical fees for the application the EPC will simply state that it does not agree with the principles established in the pre-screening letter.
Applications for an Outline Permit are being replaced by the Pre-Screening Process and this was one of the major issues of discussion in the reform process. During these discussions KTP always maintained that the Outline Permit system should be retained.
Not withstanding the above, the issue carried above will be presented to MEPA for a response.
